Biography

Frank Leonard earned his BA (Honours) and MA at UVic, and completed the Institute of Corporate Directors Program. He has served Saanich for 28 years, first as Councillor, then Mayor and Chair of the Police Board.  While in office, Frank was Chair of BC Municipal Finance Authority, Capital Regional District, Hospital District, and CRD Housing Corporation, and past President of the Union of BC Municipalities and Director of the Federation of Canadian Municipalities.

Frank managed his family’s three Kal Tire stores, while serving as Director-BC Chamber of Commerce, President-Victoria Chamber of Commerce, and on local tourism and economic development group boards. Other positions held: Director-BC Investment Management Corporation, Chair-Municipal Pension Plan and Chair-BC Agricultural Land Commission.

Frank is currently Chair of Parkbridge Lifestyles Communities and Director for both Coast Capital Savings and the Victoria Airport Authority.
